Parents of children living in Philippi protested outside the Khanya Primary School in Mitchell's Plain, which their children currently attended, spokesman Paddy Attwell said.
The department said schools in Philippi were under pressure, so pupils were taken to a previously vacant school in Mitchell's Plain. It had been providing buses to transport the children between the two areas.
Attwell said plans for a new school in Philippi were underway, but that acquiring land was difficult.
“We will start building as soon as possible after finding suitable land.”
